Clean Air and Efficient Vehicle Tax Incentives

This legislation would provide a $1,000 tax credit for a number of clean and high fuel efficiency vehicles.  It removes a provision preventing the tax credit from being used for hybrid vehicles.

Status

The version approved in committee is the amended version of the fourth substitute bill.  It was offered by Rep Wayne Harper as a substitute for Rep McGee's original bill.  Towards the end of the debate, the committee moved to make the $1,000 incentive available only starting in 2008.  This change delays the start of fiscal impacts from the credit.  Given how contentious the subject was in committee, this compromise is still a pretty good bill.

Action Needed

Although briefly called back to house rules, the bill shot forward with a vote in the house on Feb 15th, of 68-0-7.  The bill was briefly assigned to the natural resources committee, but they didn't act while standing committees were still meeting.  It's now up to the Senate Rules Committee (members listed below) to decide if this bill gets a hearing.  Please call if one of these senators represents you to ask for this bill to be sent to the senate floor.

Background

The new fuel-economy standards to qualify for the tax credit are

36 miles per gallon for gasoline-fueled vehicles;
41 miles per gallon for diesel-fueled vehicles;
26 miles per gallon for vehicles fueled by a blend of 85% ethanol and 15% gasoline;
23 miles per gallon for liquified petroleum gas-fueled vehicles; or
27 miles per gallon for compressed natural gas-fueled vehicles.
